Rental Mediation Program in Unincorporated Alameda County RFP The Alameda County Housing and Community Development Department (HCD) is issuing this Request for Proposals (“RFP”) to obtain statements of qualifications and program proposals from organizations interested in serving as the Program Administrator for a Rental Mediation Program in the Unincorporated Areas of the County to be funded by American Rescue Plan Act (ARPA) funds.
